Cape Town Ward Safety Index v2.0

|---|---|---|
| Violent crime Crimes against the person that cause or threaten serious harm. Weighted highest because it is the risk visitors and residents care most about and the one that most distinguishes Cape Town's wards from each other. |
35% | Murder, Attempted murder, Assault GBH, Common assault, Sexual offences, Robbery with aggravating circumstances Sources : SAPS quarterly station statistics; News reporting of shootings and attacks |
| Organised crime & gangs Presence and intensity of gang and extortion activity, graded from the GI-TOC Western Cape Gang Monitor: war (active armed conflict) 0, high (entrenched control or extortion economy) 2, active 4, low or spillover only 6, no recorded activity 10. Absolute: never re-centred. |
20% | Gang-related murder and attempted murder (SAPS narrative), Extortion Sources : GI-TOC Western Cape Gang Monitor; SAPS quarterly narrative; Court and news reporting |
| Street & personal crime Opportunistic crime against people in public space: common robbery, muggings, chain and phone snatching, pickpocketing and other theft. |
15% | Common robbery, All theft not mentioned elsewhere Sources : SAPS quarterly station statistics; CID and community-patrol reports |
| Residential & property crime Break-ins and robberies at homes and businesses. |
15% | Burglary at residential premises, Robbery at residential premises, Burglary at non-residential premises Sources : SAPS quarterly station statistics; Property and neighbourhood-watch reporting |

2. Tranches de score
- Very safe 8,0–10,0: Normal city awareness.
- Safe 6,0–7,9: Normal urban precautions; keep valuables discreet.
- Moderate 4,0–5,9: Exercise caution, especially after dark.
- Caution 2,0–3,9: Avoid at night; visit only with local knowledge.
- Avoid 0,0–1,9: Not recommended for visitors.
baseline m = (headline − 0.20 × gangs) / 0.80
pillar_i = m + offset_i − weighted_mean(offset)Règles des facteurs (la première correspondance l'emporte ; les étiquettes qualifiées de 'rare' ou 'occasional' comptent +0,5 à la place) :
- murder|killing|shooting|gang violence|gang activity|gang spillover|vigilante|taxi-conflict → violent -1,0
- armed robbery|armed house robbery|violent house robbery|assault|extortion → violent -0,75
- carjack|vehicle|car break|car theft|theft from cars|theft from parked → vehicle -0,75
- house robbery|burglar|house break|stock theft|industrial theft → property -0,75
- robber|snatch|pickpocket|mugging|street crime|station crime|theft|catwalk → street -0,75
City-wide ±0.3 on the overall score from the week's news sentiment; pillars unchanged.

6. Limites
- SAPS publishes statistics per police station, not per electoral ward. A ward inherits its precinct's picture; sub-areas inside a ward can differ sharply (Hangberg versus the Hout Bay harbour, Joe Slovo Park versus coastal Milnerton). Read the ward reasoning for the sub-area split.
- Station counts are not population-normalised: the City Bowl records the most theft in the country partly because it hosts the most people and businesses. Counts are shown as evidence, not converted to rates.
- SAPS figures are recorded crime. Under-reporting is highest for the crimes that most affect residents of gang-affected wards.
- Crime pillars are analyst decompositions of the researched score, calibrated by the crime-factor rules; they are not independent measurements and should be read as relative profiles within a ward.
- The news-sentiment modifier is city-wide (±0.3) and reflects the tone of the week's reporting, not a measured change in crime.
7. Historique des modifications
v2.0 (2026-09)
- Introduced five weighted pillars (violent 35%, gangs 20%, street 15%, property 15%, vehicle 15%) replacing the fixed multipliers previously used for sub-scores.
- Pillar scores are decomposed from the researched ward score using the published crime-factor rules, so the composite reproduces the headline exactly.
- Station-level SAPS category counts and year-on-year trends are attached as evidence for wards whose precinct has a district report (Sea Point, Camps Bay, Hout Bay, Woodstock, Muizenberg, City Bowl, Table View, Milnerton).
- Added a per-ward confidence grade (high / medium / low) and published this methodology page.
v1.x (2026-01 to 2026-08)
- Researched score per ward, refreshed each SAPS quarter; graded gang pillar from the GI-TOC monitor (Jul 2026); sub-scores derived as fixed fractions of the overall score.
