Your guide to the Mother City

27 February 2026 Β· Edition #6

Pride, Budget Wins & a Water Wake-Up Call

Cape Town closes Pride month in spectacular fashion this Saturday with the Pride Mardi Gras at Green Point Track — the biggest Pride event the city has ever staged. The Black Coffee Weekender takes over The Ostrich from Friday with a headline set by Peggy Gou. And the Cape Town Cycle Tour is just 8 days away.

Wednesday’s Budget Speech delivered good news: the planned VAT hike has been scrapped, income tax brackets have been adjusted for inflation, and for the first time in 17 years, government debt will stabilise. The rand strengthened below R15.90/$.

But the big concern this week is water. Dam levels have dropped to ~55% — about 19% below last year — and the City has declared an Early Drought Caution. The next 90 days will be critical.

Pride Mardi Gras — This Saturday

Green Point Road Closures

Expect road closures around Green Point on Saturday for the Pride Parade and Mardi Gras. Plan alternative routes if you’re driving through the area. The parade is the grand finale of Cape Town’s 2026 Pride Festival, which has been running since 5 February.

Budget Speech Recap & Currency

Budget 2026 — “A Turning Point”

Property Rates — Good News Continues

The City’s proposed 10.2% reduction in the residential rate-in-rand remains on the table following the General Valuation 2025. Cape Town already has the lowest property rates of any metro in SA. The rates-free benefit is proposed to rise to the first R500,000 of property value (up from R450,000). The GV Roll is available for inspection at capetown.gov.za.

Exchange Rates (27 Feb)

USD / ZARR15.90Strongest since 2022
EUR / ZAR≈ R18.60Strengthening

The rand strengthened past R16/$ following the Budget, trading near multi-year highs. Analysts note the budget signalled further fiscal consolidation, boosting expectations of rating upgrades from Fitch and Moody’s. Record gold prices, political stability under the Government of National Unity, and the FATF grey list exit continue to support the currency. The Reserve Bank held the repo rate at 6.75%; inflation at 3.5%.

Water Watch — Early Drought Caution

“Critical 90 Days” Ahead

The City has formally declared an Early Drought Caution. Combined dam storage is at ~55%, approximately 19% lower than last year. Dams are dropping about 2% per week. If rainfall and consumption patterns don’t improve, levels could reach 40% by May. No formal restrictions yet, but officials say the decisions made in the coming weeks will determine whether stricter measures are needed.

Combined dam storage~55%↓ from 57.2% two weeks ago
Same week 2025~74%19% gap
Theewaterskloof (largest)52.1%Was ~76% in 2025
Daily usage~1,030 MLDTarget: 975 MLD

The City stresses this is not a repeat of 2018 — alternative water sources (groundwater, aquifer recharge, desalination planning) are now in place that did not exist then. But everyday conservation is essential. Practical steps: fix leaking taps and toilets immediately, water gardens at night only, avoid topping up pools, and monitor household usage. The City’s target is below 975 million litres per day — current usage remains above that. Long-term infrastructure plans aim to add up to 300 million litres per day to Cape Town’s supply from 2031.

Airport Fire — What Happened

Operations Restored After Tuesday Fire

A suspected electrical cable fire broke out at Cape Town International Airport on Tuesday 24 February at approximately 11:15am, affecting the northern service yard. International flights were temporarily suspended, domestic flights delayed, and thousands of passengers were stranded as IT systems, Wi-Fi, payment terminals, and baggage handling went down. Power was fully restored by early evening and operations returned to normal by Wednesday morning. No injuries were reported. The cause remains under investigation.

The incident drew widespread criticism of ACSA’s communication during the crisis, with passengers reporting minimal official updates and staff working with paper manifests. Travellers flying this weekend should confirm their flight status directly with airlines and allow extra time. All systems are now operational.
